click outer glow > blend mode : screen , opacity : 65 choose colur , technique : softer size : 250 , range : 59

and this is the effect result 

brush tool > master diameter : 353 , brush number : 353

new layer > choose colour > apply brush 

ctrl + T > click flip horizontal 

place the layer Light 6 at the bottom of layer Picture 

arrange it 

new layer > name : colour effect 4 > click to edit the gradient > click  foreground to transparent 

choose colour 

click OK 

drag the gradient slightly slanted 

layer > add a layer style > outer glow >  blend mode : 75% , opacity : 75% , size : 250 , range : 100

click Ok

new layer > name Light 7 > brush tool > brush number 651 

choose colour 

apply to workspace > ctrl + T > click  rotate
